Many people say that one receives the Holy Spirit when one believes, and that tongues are not needed.
 But the Bible clearly tells us that, tongues are how you know that, a person has received the Holy Spirit. (Acts 10:46)
Two of the elders of the people received a portion of the spirit, that was in Moses and they began to prophesy in the camp.
 Joshua told Moses to forbid them, but Moses said Would God that all the Lord's people were prophets, and that the Lord would put his spirit upon them! (Numbers 11:26-29)
The early disciples received the Holy Spirit in the day of Pentecost and they began to speak in other tongues.  Some of the people began to mock them, but Peter defended them. He explained that this was the promise that God's chosen would receive. (Acts 2:1-16)
Today we have similar situations. People from the world mock the speaking in tongues, and the religious people would attempt to forbid it.
The main reason for their opposition of tongues is that they have not received this gift.
The Bible clearly says forbid not to speak with tongues (I Corinthians 14:39)
Peter spoke in tongues

Cornelius spoke in tongues
(Acts 10:44-46)
Paul spoke in tongues
(I Corinthians 14:5)
Let us speak in tongues
